RALEIGH, (AP) — Some North Carolina cities want the Division of Motor Vehicles to block registrations for those who don't pay parking tickets.

The News & Observer of Raleigh reports the city hopes to collect about $350,000 a year in unpaid parking tickets if lawmakers authorize the practice.

The DMV already blocks vehicle registrations for a number of reasons. Those include those who owe money to the DMV, or for unpaid child support, unpaid vehicle taxes, failure to pass vehicle inspection or for failing to have auto insurance.

Charlotte, Greensboro and Wilmington like the idea.

Paul Meyer with the North Carolina League of Municipalities says the idea could generate an important amount of money.

Raleigh officials say the city is owed nearly $4 million in unpaid parking tickets since 2006.

RALEIGH, (AP) — Charlotte's mayor is pleased that legislators slowed a bill that would shift control of North Carolina's largest airport from the city to a regional authority.

The sponsor of the bill to create a new oversight body for Charlotte Douglas International Airport said he delayed floor debate Thursday to get information about the proposed change on bonds the airport has issued. Sen. Bob Rucho of Matthews rescheduled debate for next Wednesday.

Mayor Anthony Foxx and the city council have opposed the switch and say the authority idea should be studied. Foxx said Thursday the proposal seems like a solution looking for a problem with one of the country's busiest airports.

Rucho has said the airport needs the expertise of an authority as a rail freight project there gets under way.

JACKSONVILLE, (AP) — Onslow County commissioners have broken ground for a new $22 million government complex outside of Jacksonville.

Ground was broken on Thursday for the complex that will bring together 12 departments now located at eight different sites in the county.

City officials in Jacksonville opposed the location because it will move county offices out of the downtown area. Half the population of the county lives in Jacksonville and the new location is more than three miles outside of town.

County Manager Jeffery Hudson says the new location will make the county operations more efficient and effective. County officials say it will provide one stop shopping for those who need to do business with the county government.
