Karen Ponder, one of the state's pioneers in the Smart Start early education program tells host Barlow Herget that we know much more about the development of children's brains than 30 years ago.  Such tools as brain scans document the importance of brain growth in children's first five years, and Ponder says that of the 636,000 pre-K children in the state, 350,000 live in poverty and are high risk, the very type of child who benefits greatly from programs such as Smart Start, Head Start and More at Four.  She says study after study shows that these pre-K programs work.

Labor market analyst John Quinterno tells host Barlow Herget that the state's "sickly economy" takes a step backward for every step forward. The loss of 13,000 state and local government jobs has hobbled the state's economy after a promising start earlier in the year, and Quinterno says President Obama's 2009 stimulus did work but the public perception is that it didn't. Prospects for private market job growth is not encouraging either, says Quinterno.

The state's Insurance Commissioner Wayne Goodwin tells host Barlow Herget that people are still calculating damages from Hurricane Irene, especially agricultural losses, and total losses will be more than $400 million.  Goodwin credits North Carolina's experience with hurricanes for its aggressive public awareness and orderly response.

Veteran Democratic state Sen. Dan Blue of Raleigh has seen four redistricting maps drawn since he joined he legislature in 1981 and he tells host Barlow Herget that the current process was the most partisan.  Blue outlines the next steps in the approval process including when anyone can comment on the redistricting, when lawsuits are likely to commence and how much they will cost.

State Board of Education chairman Dr. Bill Harrison tells host Barlow Herget what the state has done to improve low-performing schools such as those in Halifax County. Harrison says the state's intervention will be tested in students' performance this year.  Harrison also tells Herget that there is a hard-core of poor performers in public schools and while the system continues to look for a long-term cure, it has made significant progress on improving its graduation rate.
