State Board of Education Chairman Bill Cobey says of 70-plus applicants for new charter schools, about 40 will be approved.  He isn't worried about charter schools of vouchers for private and religious schools taking money away from traditional public schools.  He does find a separate oversight board just for charter schools unconstitutional.
