Brandy Bynum, with Action for Children, tells host Barlow Herget that North Carolina is one of only two states that still treat 16-and-17-year-olds as adults in the criminal justice system.  A bill introduced in the last session, she believes, will get bipartisan support in the short session to treat such young people as juveniles which will keep them out of the adult criminal justice system.  The change will reduce recidivism and help more young criminals return to a normal life, according to data from other states says Bynum.
