Former Environmental Management Commission Chair Steve Smith tells host Barlow Herget the recent legislative session made significant changes to the state's environmental programs starting with the unprecedented firing of all EMC board members. The new rules will affect air and water quality regulations for hog and poultry wastes, landfills, municipal water and sewer systems, and Jordan Lake clean-up for starters.

Gov. Pat McCrory and Commerce Secretary Sharon Decker are making big changes in the department. An analyst who has looked at the reorganization looks at the proposed public/private entity and finds some potential conflicts of interest. He also says that current Commerce employees who want to work in the new organization will have to apply for the jobs which will no longer be state jobs.

No matter which budget bill is adopted, the Senate, House or Governor McCrory's, each will make significant cuts in state funding for pubic schools, health care, and long list of agencies such as Rural Development and Biotech centers, says Alexandra Sirota, one of the few analysts in the state who is looking at these important proposals. Sirota tells host Barlow Herget that state funding as a percentage of state GDP will be lowest in 42 years.

State Board of Education Chairman Bill Cobey says of 70-plus applicants for new charter schools, about 40 will be approved. He isn't worried about charter schools of vouchers for private and religious schools taking money away from traditional public schools. He does find a separate oversight board just for charter schools unconstitutional.
