The N.C. Court of Appeals on Thursday reinstated election law changes pending a legal challenge by Governor  Roy Cooper.  The governor's lawyers immediately appealed the decision to the North Carolina Supreme Court.  
 
The law, which was to go into effect January 1, combines the State Board of Elections and the state's Ethics Commission. The law also eliminates the governor's power to appoint the majority of members to the new State Board of Elections and Ethics Enforcement.
